To target Windows 8.1, Windows 8, and Windows 7, install an older WDK and an older version of Visual Studio either on the same machine or on a separate machine.
You can install and run this WDK on Windows 7 and later.
The WDK is used to develop, test, and deploy drivers for Windows.
